Serve as counsel to industrial power users on energy matters. Appear before state public utilities commissions. Advise public utilities and public utility trade associations on matters of power supply acquisitions and environmental issues. Represent small power producers in litigation and transactional matters.

Public Power Council, Staff Counsel, 2004-2006
Advised public utility trade group and executive board on energy supply and environmental issues. Litigated various cases before the Ninth Circuit Court of Appeals and administrative agencies, including the Federal Energy Regulatory Commission (FERC) and Bonneville Power Administration (BPA). Represented Public Power Council in policymaking processes and power and transmission rate cases at BPA.
